Ms. ITH Mathoura, Managing Attorney:
Ms. Ith Mathoura received her Bachelor of Law degree from the Royal Faculty of Law and Economics in
2002. She attended the Lawyer Training Center from 2002 to 2003; and became a practicing lawyer in late
2003.
Her previous work experience includes litigation experience at Legal Aid of Cambodia, and work with the
BrimaDy International Law Firm. From 2006 to 2007, she worked as a lawyer in the Public Interest Legal
Advocacy Project of CLEC, where she was the lead lawyer on the well known land case in Kong Yu village in
Ratanakiri. For her wok on this case and other achievements, in 2007 she was awarded the runner-up prize
in the U.S. Embassy's "Women of Courage" Award.
In 2008, she was working for EWMI-PRAJ at the Ministry of Interior, with the General Inspectorate and
Legislation Council Departments. In this position, she strives to increase the effectiveness of the Inspection
Department in resolving land disputes, improve provincial ministry officials' understanding of Cambodian
land law, and build relationships between civil society and the Cambodian government.
Mr. LY Ping, Senior Attorney:
Mr. Ly Ping received his Bachelor of Science, Computer Science and Engineering degree from the Royal
University of Phnom Penh in 2001, and his Bachelor of Law degree from the Royal Faculty of Law and
Economics in 2002. He attended the Lawyer Training Center from 2002 to 2003; and became a practicing
lawyer in late 2003.
From December 2003 to January 2005, he worked as lawyer for Protection Juvenile Justice (PJJ)
representing both juvenile victims and defendants in court and giving presentations at seminars on the
relevant topics of juvenile justice for participants from law enforcement, civil society, public servants, etc.
From March 2004 to December 2007, he worked as court monitor for Center for Social Development to
observe the implementation of the fair trial rights in the courts and make independent analysis. From
January to October 2008, he worked as a lawyer in the Public Interest Legal Advocacy Project of CLEC,
where he defended and represented clients facing forced evictions, unlawful expropriation of land, and
illegal alienation of indigenous lands through the high impact model of legal advocacy.
Ms. SAO Kagna, Senior Attorney:
Ms. Sao Kagna received her Bachelor of Law degree from the Royal Faculty of Law and Economics in
2002. She attended the Lawyer Training Center from 2002 to 2003; and became a practicing lawyer in
late 2003.
From 2003 to 2005 she worked in the law firm Sao Vitha. From 2005 to 2006 she worked at the NGO
Legal Support to Children and Women, located in Koh Kong. From 2006 to 2008, she worked at Legal Aid
of Cambodia, in its Children’s Rights Project.
Mr. Sok Phanna, Legal Research and Training Coordinator
Mr. Sok Phanna received his bachelor's degree of education from the Institute of Foreign Languages,
Royal University of Phnom Penh in 2004 and he is a senior at Royal University of Law and Economics.
Apart from that he attended respective courses in project management and computer software repairing
in 2005.
From 1999 to 2004, he worked as a teacher of English for a private school called Singapore Intentional
School (formerly Singapore International Teaching Consultancy). From 2004 to 2005 he worked as a
lecturer of English for a private university called University of Technology and Management. From 2005 to
2006, he worked as a lecturer of English for the Institute of Technology of Cambodia. From 2006 to 2009,
he worked as the deputy director of a legal organization called Protection of Juvenile Justice (PJJ). As the
deputy director, Mr. Sok Phanna was in charge of program planning, implementation, and monitoring and
evaluation. Besides, he was responsible for fund raising and communication with donors and
stakeholders and for human resources management as well as administration.
Mrs. Sath Thida, Attorney at Law
Mrs. Sath Thida finished high school in 2000 at Battambong province. In 2004, She graduated Bachelor of
law at Norton University, Phnom Penh. She had come to study at Lawyer Training Center (LTC) in last
2004. I graduated from The Lawyer Training Center in 2005. She was an intern lawyer in 2006. She
worked with Law Fellows Program(LFP), a program initiated by American Bar Association (ABA) and
East-West Management Institute in a Program on Rights and Justice Law Fellows Program (EWMI-PRAJ)
funded by USAID.
In 2007, She works as a lawyer at Cambodia League for the Promotion and Defense of Human Right
(LICADHO) in Kampong Thom province. She had responsibility legal representation and consultation to
rural poor population provision, especially vulnerable group such as women and children.
In 2007, June-2009, Mrs. Sath Thida was working in Cambodia Defender Project (CDP), based in Phnom
Penh. I'm a lawyer and defend client in civil and criminal cases all level of courts. I moved to Center
against Trafficking in 2008. She was responsible for defending victim client at court of Human Trafficking
and Exploitation. She also provided presentation during the training courses on the Law on Suppression
of Human Trafficking and Exploitation to the police, student and relevant authorities.
Mr. Im Phanna, Attorney at Law
Mr. Im Phanna graduated in Bachelor degree of Law in 2004, and then he completed study from Lawyer
Training Centre in 2006. He completed Master degree in Private Law in October 2010.
From 2006 to 2007, He worked as a lawyer for Licadho organization in Human right Unit. From 2007 to
2008 he worked as legal officer to Cambodian Human Rights Action Committee (CHRAC) related to
preparing Civil complaints from stakeholders to Victim Unit that is a main part of ECCC. In 2008, He was
practicing as a private lawyer stand for Korean company. In 2008, He worked as lawyer for Juvenille for
Legal Aid of Cambodia (LAC).
Mr. Tep Neth, Attorney at Law
Mr. Tep Neth graduated with a degree in law from Royal University of Law and Economic
Sciences in 1998 and in English language from Institute of Foreign Languages of Royal
University of Phnom Penh in 2004.
He was approved to admission to be an attorney by bar council of the Bar Association of
Kingdom of Cambodia in 2008 and became a full membership attorney of the Bar in 2010.
Before working at Samreth Law Group in 2009, he previously worked as a legal assistant from
2004 to 2007, a project coordinator from 2007 to 2008 and a project manager from 2008 to
2009 at Legal Aid of Cambodia. During working at Legal Aid of Cambodia, he focused his
practice on the matters relating to childen rights. Besides this, he was mainly responsible for
project activity implementation, staff management, fund raising and communication with donors.
